A VRB is a government agency:
-
responsible for Vocational Education and Training (VET) which handles or processes AVETMISS reports from training organisations and verifies USIs
-
responsible for VET programs which have a need to view, if authorised by the USI account holder, a USI account to check eligibility for a training entitlement. These agencies can also access the USI Registry System to audit RTOs that receive funding through these training entitlements.
-
responsible for regulating the VET sector, namely the Australian Skills Quality Authority (ASQA), Victorian Registration and Qualifications Authority (VRQA) and Western Australian Training Accreditation Council (WATAC).
Note: It is possible for a government agency that is responsible for VET to be granted access to the USI Registry System as both a VRB and a VET Admission Body (VAB) where they need to perform both roles.
VRBs can use the USI Registry System to:
-
verify USIs
-
view individual USI accounts and USI Transcripts, with the USI account holder’s permission
-
access standard reports developed by the USI Registrar
In order to access the USI Registry System, a VRB will need to provide the following information:
-
confirmation that they meet the definition of a VRB from the Student Identifiers Act 2014 as well as an explanation of why they require access to the USI Registry System, instead of requesting individuals to provide them with a USI Transcript
-
their Australian Business Number and the entity name associated with this number on https://abr.gov.au
-
their preferred display name in the USI Registry System, with which USI account holders will be able to search for the VRB to grant them access to their records
-
a specific email address for receiving updates from the Office of the Student Identifiers Registrar, recommended to be a group or general inbox to ensure that the organisation continues to receive updates even if there are internal staffing changes
-
an indication of which way they will access the USI Registry System:
-
through this website (from which their staff can logon to process one-on-one transactions for functions such as collecting, verifying or viewing USIs and USI Transcripts)
-
through a direct connection with their Student Management System using Web Services (to do multiple or batch USI transactions of collecting, verifying or viewing USIs)
-
Please refer to the Access to the USI Registry System page for more information on setting up access to the USI Registry System.
Note: All VRBs are required to have an AUSKey for login to use the USI Registry System.
If you do not qualify as a VRB, you may qualify for access as a VAB.
