International students in Australia
International students studying in Australia with an Australian training organisation will need a USI.
All international students in Australia will have been issued with an Australian Visa. This will allow them to use their passport with an Australian visa, once they arrive in Australia, as a form of ID when creating their USI.
International students studying offshore
International students studying offshore with an Australian training organisation do not need a USI. This also applies to New Zealand citizens.
However, training organisations will still be required to submit AVETMISS compliant data in respect of their offshore international students.
Australian students offshore
Australian students studying offshore with an Australian training organisation will need a USI.
New Zealand students
Students from New Zealand will not be able to create a USI using their New Zealand passport until they have entered Australia and their passport has been registered with the Australian Department of Home Affairs. Once the passport is registered with the Department of Home Affairs, it can be verified and the student will be able to create a USI using their New Zealand passport.
