Compliance
Compliance with the Student Identifiers Act 2014 is essential to protect students and the reputation and quality of the education and training sector.
We regulate conduct for breaches of:
- applying for student identifiers (i.e. not meeting privacy requirements or intentionally creating duplicate Unique Student Identifiers (USI))
- altering or creating a fake USI VET transcript
- issuing qualifications and awards to a student who doesn’t have a USI.

Identified non-compliance?
Report any possible non-compliance to us. You can remain anonymous.
Reporting
If you think you have identified possible non-compliance use our non-compliance form to report it.
You can remain anonymous. However, if you do remain anonymous, and we need more information during our review, we will not be able to contact you.
Your details will remain confidential and will not be shared with others involved in the alleged non-compliance.
After a non-compliance report is lodged
We consider each report of alleged non-compliance against 4 key questions:
- What is the extent of the potential harm or loss (eg the creation of duplicate USIs for financial gain or the creation of fake transcripts or extracts that could lead to a safety issue)?
- What are the benefits of pursuing the non-compliance (both to the individuals involved and the wider community)?
- The type and seriousness of the non-compliance?
- Is there an alternative course of action?
We may decide to review the matter or refer it to another agency for investigation.
Outcomes of non-compliance
If found to be non-compliant, the action taken will depend on the conduct and we may:
- educate individuals on their obligations and how to comply
- issue a warning letter
- for serious offences we will issue an infringement notice (a fine) or initiate civil proceedings.
